Government of India Cracks Down on Non-Electronic Certificates of Origin

 All manually issued Certificates of Origin will be considered null and void, and Customs authorities in recipient countries are being notified to reject such certificates. Exporters are advised to comply with the electronic issuance requirements to avoid disruptions in trade.

New Delhi, 11 February 2025: The Directorate General of Foreign Trade (DGFT) under the Ministry of Commerce and Industry, has issued Trade Notice No. 28/2024-25, directing exporters and relevant agencies to cease the manual issuance of Certificates of Origin (CoO). Despite previous notifications, some agencies continue to issue manual certificates, contravening the mandate to use the electronic eCoO 2.0 platform.

The DGFT has reiterated that all manually issued Certificates of Origin will be considered null and void, and Customs authorities in recipient countries are being notified to reject such certificates. Exporters are advised to comply with the electronic issuance requirements to avoid disruptions in trade.

The DGFT warns that agencies violating this directive risk removal from the list of authorized CoO issuers. The directorate requests that any violations be reported to tradeconnect-dgft@gov.in.

This move aims to streamline and standardize trade documentation, ensuring transparency and efficiency in the issuance of Certificates of Origin.
