In 1953, 105 national textile industry labor models and 24 national textile industry model units were named and commended for the first time by the then Ministry of Textile Industry and the National Committee of China Textile Trade Union. For more than 70 years, generations of textile workers have shed blood and sweat, contributed wisdom and strength, and worked hard to write brilliant careers and life legends, create the value of the times and social wealth, and serve the prosperity of the country and the happiness of the people with splendid careers. Since the 18th National Congress of the Communist Party of China, under the leadership of the CPC Central Committee with Comrade Xi Jinping at its core, China has achieved a historic leap from standing up, becoming rich to becoming strong, and successfully embarking on a new journey of building a modern socialist country in an all-round way. The textile industry and national rejuvenation resonate at the same frequency, the goal of textile power has basically been achieved, and the high-quality development of the industry has opened up a new situation. In this process, a large number of excellent teams and talents have emerged in the industry. The collectives and individuals we commend today are the advanced representatives of the more than 20 million contemporary textile workers. On the basis that the goal of textile power has been basically achieved, the industry has entered a new stage of high-quality development. The assessment of the Chinese Academy of Engineering shows that the textile industry is one of the five major industries in my country that is at the advanced level in the world. The total amount of textile fiber processing accounts for more than half of the world, and the advantages of scale and system have become a solid foundation for the stable and long-term development of the industry. Industrial strength and cultural self-confidence are being transformed into product self-confidence and brand self-confidence. The industry’s status in the global value chain is constantly improving, and it is climbing to the top of the world’s textile power. General Secretary Xi Jinping pointed out that “talent is a strategic resource for realizing national rejuvenation and winning the initiative in international competition.” To climb to a new height, we need to put people first and start from people.
First, giving better play to the value of workers is the key for the industry to integrate into the dual-cycle pattern. On the one hand, a globalized industry requires a global perspective. For the industry to achieve fuller development and companies to grow from domestic brands to international brands, they need to integrate into the global trend with a more active and confident attitude on the basis of a unified national market to achieve a more efficient internal and external circulation. On the other hand, the gloom of the global economic downturn is still strong, and the global credit system, market confidence and investment expectations are under pressure. The geopolitical landscape is becoming increasingly complex, and the game of great powers is having a profound impact. The U.S.’s containment of China has intensified, and the Ukrainian crisis has also shown a trend of changing the global geopolitical pattern. The uncertainty of the entire external environment has increased significantly, and the world has entered a new period of turbulence and change. Balancing security and development and adapting to the localization and diversification of the global supply chain requires a group of international talents with global vision and Chinese depth.
Second, better exerting the value of workers is the key to the high-quality development of the industry. Driven by a new round of technological and industrial revolution, technological innovation, digital economy, and green development are changing the structure and ecology of the industry at an unprecedented speed, scale and scope. From the new manufacturing industry represented by intelligent manufacturing and additive manufacturing, to the new material industry represented by high-performance fibers and biomaterials, to the digital creative industry represented by digital cultural creativity and the Metaverse, innovation has become an industrial ecology The key to evolution and value upgrading. At the same time, in the fields of raw materials, high-end equipment, basic software, etc., the source locking of patents and standards, the single-point control of key technical links, and the chain deployment of strategic frontier fields have become real threats to industrial security and long-term development. Third, to better play the value of workers is the key to the industry serving the goal of common prosperity. Common prosperity is an inevitable requirement for the rise of the Chinese nation. Keep pace with the times and adapt to the structural and trend changes of the workforce in the new era
At present, changes in the scale and structure of my country’s labor force are having a long-term, comprehensive and systematic impact on industrial development. We need to move forward and take the initiative.
First, the size of the labor force continues to decline, but it is still in the window period. Aging and low birthrate have become basic national conditions. In 2021, my country’s total fertility rate will drop to 1.15, lower than Japan’s 1.34. Aging is progressing at the largest and fastest pace in the world. In 2021, my country’s population aged 60 and above will exceed 267 million; the proportion of the population aged 65 and above will increase from 7% to 14%. France, the United Kingdom, and Germany have experienced 126, 46, and 40 years respectively, while my country has only spent 21 years. year. It is predicted that China’s labor force will decrease by about 10 million per year in the next 15 years. Second, the quality of the labor force has improved rapidly, but there is still a gap with the actual demand. my country’s strategy of strengthening the country with talents has been implemented in depth, and a learning society and a skill-based society are taking shape. Compared with the actual needs and development goals, there is still a lot of room for improvement in the supply of talents in my country, and the problem of shortage of leading and skilled talents is prominent. my country’s skilled laborers only account for 26% of the employed population, while Japan, Germany and other manufacturing powerhouses are as high as 70% to 80%. The weakening of the relationship between the talent training system and the industry and the disconnection from the industry practice are important reasons. The industry should promote the construction of a predictable and forward-looking talent training system, actively explore new models of industry-education integration and school-enterprise cooperation, and form a better balance of talent supply and demand.
Third, the demands of laborers are increasingly diverse, which puts forward higher requirements for the industry. People’s requirements for work are changing, and income distribution, rights protection and spiritual respect have become important criteria for workers to choose a job. The labor force has accelerated to gather in economically developed regions and service industries. The proportion of migrant workers engaged in the manufacturing industry in 2021 will drop by 6 percentage points compared with 2015. The industry is facing the pressure of structural shortage of human resources. Sewing workers, cutting workers, and spinning workers have been listed among the 100 “most job-deficient” occupations in the country. one. At the same time, the phenomenon of resource mismatch and talent involution has become more and more prominent. The industry needs to create a working environment that is more in line with the new generation of workers as soon as possible, make efforts to enhance the attractiveness of the industry, increase the sense of gain of practitioners, meet the requirements of talents for decent work and all-round development; create a virtuous circle of industrial development and talent growth.
Fourth, keep upright and innovate, and promote a new era of high-quality textile industry workers
